Councillor, District 5, Government of Quezon City, Philippines

Alfred Vargas is a Filipino public servant, actor, entrepreneur, and advocate with a longstanding commitment to health, education, and social development.

He served as inaugural Member of the Philippine House of Representatives for Quezon City’s 5th District, where he championed legislation aimed at improving access to healthcare and strengthening social protection. He was a principal author of the National Integrated Cancer Control Act, landmark legislation that established the Philippines’ comprehensive framework for cancer prevention and control and strengthened the country’s response across the cancer care continuum.

His work in public service has consistently emphasized people-centered healthcare, particularly the importance of making prevention, early detection, treatment, and supportive care more accessible to Filipino patients and their families.

Beyond healthcare, Vargas has advanced initiatives in education, livelihood, youth development, and community welfare. His public service is informed by years of working closely with communities and advocating for policies that translate national legislation into meaningful improvements in people’s lives.

Prior to and alongside his work in government, Vargas established a successful career in Philippine film and television. Bringing together his experience in legislation, public advocacy, and communications, he continues to use his platform to promote greater awareness and collective action on issues that affect the health and well-being of communities.
