Head of WHO Collaborating Centre on Tobacco Testing and Research, Singapore

Dr Cheah Nuan Ping, PhD, is the Director of the Pharmaceutical, Cosmetics, and Cigarette Testing Laboratories at Singapore's Health Sciences Authority (HSA), where she leads quality assurance and regulatory compliance testing across a diverse range of consumer products, including cosmetics, pharmaceuticals, tobacco, and electronic nicotine and non-nicotine delivery systems (ENDS and ENNDS). She serves as the Head of the WHO Collaborating Centre for Tobacco Testing and Research at HSA.

Dr Cheah has chaired the World Health Organization Tobacco Laboratory Network (TobLabNet) since 2016. With over 28 years of experience in analytical chemistry, she has played a pivotal role in developing WHO TobLabNet Standard Operating Procedures (SOPs), with 16 SOPs published to date. She actively contributes to the WHO No Tobacco Unit's efforts, particularly in technical development, training, capacity building, and implementing the Partial Guidelines for Articles 9 and 10 of the WHO Framework Convention on Tobacco Control (FCTC).

From 2024 to 2025, Dr Cheah served as a member of the World Conference on Tobacco Control Content Committee, where she contributed to the programme's technical content and supported broader efforts to reduce tobacco-related harm and associated cancer risks.

In addition, Dr Cheah serves as both a Lead and Technical Assessor for the Singapore Laboratory Accreditation Scheme, as well as Technical Assessor for laboratory accreditation schemes in Hong Kong and the Gulf region. These assessments, conducted against international standards such as ISO/IEC 17025, are carried out by technical experts to strengthen the quality and reliability of scientific analysis while raising technical standards across accreditation bodies.

Dr Cheah holds a Master's degree in Chemistry and a PhD in Chemistry and Toxicology.
